The Westlink M7 was opened in December 2005 and increased accessibility to the rural area of Fairfield City (which includes the suburbs of Cecil Park and Horsley Park) and the Western Sydney Regional Parklands.
Around the same time, the NSW Government released the Sydney Metropolitan Strategy. This Strategy identified land adjoining the Sydney Water Pipeline in Horsley Park as future employment lands to be part of the Western Sydney Employment Hub. For more information see the Metropolitan Strategy .
The Westlink M7 and employment lands announcement will have a significant impact on the future direction of Fairfield City’s rural areas. At this stage, the NSW Government and Fairfield City Council must undertake further planning before development can occur on the employment lands. Based on the current supply of employment lands in the adjoining local government areas of Blacktown and Penrith (also part of the Western Sydney Employment Hub), development in the new employment lands in Fairfield City is unlikely to take place for another ten years.

Rural Lands Study
Prior to the NSW Government identifying part of Fairfield City’s rural area as future employment lands, Fairfield City Council had started work on a Rural Lands Study. The study will investigate current and potential issues, including the Western Sydney Employment Hub and the Westlink M7. The study will also help map out strategic directions to guide future development of the area.
It will consider the objectives and strategies of the Sydney Metropolitan Strategy, as well as stakeholder views, including those of the local community and State Government agencies.
In March 2007, the State Government released an "Action Plan for Sydney's Employment Lands". A major feature of the Action Plan is the Western Sydney Employment Lands Investigation Area (WSELIA). While the WSELIA does not incorporate Horsley Park and Cecil Park at this stage, it will have major implications for these areas as a result of the need to provide new infrastructure to the potential employment lands including roads and services.
As a result Council has resolved to place the Rural Lands Study on hold until findings and recommendations of the WSELIA become available and implications for Horsley Park and Cecil Park are better understood.
Horsley Park Reserve Sports Ground Amenities Upgrade
The refurbishment of the Community Hall has been completed. It is anticipated that the improvement works on the Sports Ground Amenities building and surrounding open space will commence in early 2008. Once completed, the Amenities building will have two items change rooms, a referee's change room, a meeting room and accessible toilet facilities. A new playground, pathways and landscaping will also be constructed.
