The Westlink M7 was opened in December 2005 and increased accessibility to the rural area of Fairfield City (which includes the suburbs of Cecil Park and Horsley Park) and the Western Sydney Regional Parklands.

About the same time, the NSW Government released the Sydney Metropolitan Strategy.

This Strategy identified land adjoining the Sydney Water Pipeline in Horsley Park as future employment lands to be part of the Western Sydney Employment Hub.

The Westlink M7 and employment lands announcement will have a significant impact on the future direction of Fairfield City’s rural areas. At this stage, the NSW Government and Fairfield City Council must undertake further planning before development can occur on the employment lands. Based on the existing supply of employment lands in the adjoining local government areas of Blacktown and Penrith (also part of the Western Sydney Employment Hub), development in the new employment lands in Fairfield City is unlikely to take place for another 10 years.
