Residential Development Strategy 2009

The Residential Development Strategy (RDS)  provides for housing density in centres and along corridors with a mix of housing types to meet the needs of a changing population in walkable and accessible neighbourhoods. 

The recommendations of the RDS have been delivered in two phases: 

Phase 1 - Fairfield Local Environmental Plan 2013 in May 2013 implemented new residential zones as follows: 

  • Fairfield East and Villawood – R3 Medium Density Residential Land
  • Canley Heights – R4 High Density Residential land

Phase 2 - Fairfield Local Environmental Plan 2013 Amendment No.38 on 18 December 2020 implemented new residential zones as follows:

  • Fairfield East - R3 Medium Density Residential Land 
  • Fairfield Heights - R3 Medium Density Residential Land 
  • Villawood - R3 Medium Density Residential Land 
  • Fairfield - R4 High Density Residential land
  • Fairfield East - R4 High Density Residential land
  • Villawood - R4 High Density Residential land

In addition to residential upzoning, 8 new neighbourhood park were created through rezoning residential land to RE1 Public Recreation to meet the needs of existing and future residents.  

The RDS will be replaced by a Local Housing Strategy that maintains the rationale of the 2009 Strategy and will be exhibited in 2021.

Council Reports

Council and its Outcomes Committee considered three reports in August 2014 concerning:

  1. Submissions made to the public exhibition of the draft Fairfield Local Environmental Plan (LEP) 2011 and Draft RDSE in early 2012.
  2. Upzoning of R2 Low Density Residential and R3 Medium Density land adjoining various town centres to Zone R4 High Density Residential.
  3. Community consultation options as part of the Phase Two Implementation of the Fairfield Residential Development Strategy East with recommended  residential upzoning in the suburbs of Fairfield, Fairfield Heights, Fairfield East and Villawood.
