Roadmap to reopening NSW

As we reach the 70% full vaccination target it’s time for NSW to get back to business.

The NSW Government announced the roadmap to reopening the State in three stages commencing 11 October 2021:

As the State passes the 70 per cent double vaccination target, the NSW Government announced the easing of a number of restrictions today as part of the reopening NSW roadmap; which will allow fully vaccinated adults enjoy more freedoms from Monday 11 October 2021 such as:

  • Up to 10 fully vaccinated visitors (not counting children 12 and under) to a home (previously 5)
  • Up to 30 fully vaccinated people will be able to attend outdoor gatherings (previously 20)
  • Increasing the cap for weddings and funerals to 100 people (previously 50)

On the Monday after the State reaches 80 per cent double vaccination, further restrictions will be relaxed:

  • Up to 20 visitors (excluding children 12 and under) to a home (previously 10)
  • Up to 50 people will be allowed to gather outdoors (previously 20)
  • Up to 3,000 people will be allowed to attend controlled and ticketed outdoor events (previously 500)
  • Nightclubs will be permitted to reopen for seated drinking only (no dancing), and masks will no longer be required in office buildings

All roadmap freedoms at 70 and 80 per cent will continue to be for fully vaccinated people only.

All school students will now return to onsite learning with a range of COVID-safe measures in place by 25 October 2021. Kindergarten, Year 1 and Year 12 students will still return to face-to-face learning on 18 October 2021, with all remaining years now returning one week later on 25 October 2021.

As the stay-at-home orders will be lifted next Monday and replaced by the roadmap settings, the list of local government areas of concern will cease to exist.

Prairiewood Pfizer Vaccination Centre

Vaccination is the best way to protect ourselves, our loved ones and our communities. The risk of serious illness and death increases with age. However, COVID-19 isn’t just affecting the elderly – many young people are becoming very sick. Around 60% of people with COVID-19 are under 40, with some needing intensive care. 

Everyone aged 12 years and over can get a COVID-19 vaccine. They are safe, effective and free. Appointments are available at more than 2,000 GPs, pharmacies, Aboriginal Medical Services and NSW Health vaccination clinics across NSW. Speak to your local GP or pharmacist or visit to make a booking.

Keeping our community COVID safe remains as important as ever. Get tested immediately if you have any COVID-19 symptoms, even if only mild. Check in and out of every venue you visit using the QR code. Wear a mask whenever you leave your home (except when exercising, eating or drinking), keep your distance from those you don’t live with, wash or sanitise your hands regularly and get vaccinated.

Extra health measures at Council meetings

Council is implementing extra health measures at Council meetings for the health and safety of residents, visitors, councillors and staff. Social distancing measures will be in place at Council’s Public Forum and Council meetings. 

If you wish to submit a question to the public forum, we will treat the question in the usual manner. You can submit your question as usual and provided it complies with Council’s requirements, it will be accepted, read out by staff at the Public Forum and actioned as if it was asked by you at the forum. Additionally, rather than personally attend, you can listen to the Council meeting live online here.

Mayor's Wellbeing Register & Food Requests (Vulnerable residents)

The Mayor's Wellbeing Register & Food Requests is in place to help those most in need in our community during these challenging times.


Please note – This will be a PICK-UP ONLY service from  Monday 11 October 2021. Residents who request food will be contacted by Council staff to discuss food orders and collection details.


These services assist residents to find the support they need, through providing a free food service (during lockdowns), welfare checks and connecting residents with community support services.

Food orders for eligible residents can take up to 7 days to be processed.

Chương trình Đăng ký An sinh của Thị trưởng (Mayor's Wellbeing Register) được triển khai nhằm hỗ trợ những người có nhu cầu cấp bách trong cộng đồng của chúng ta vượt qua giai đoạn đầy thách thức này.

  • The COVID-19 Disaster Payment is available to people who have lost work hours due to the current lockdown. Find out if you're eligible and apply at
