Councillor Lam's parents migrated to Australia from Vietnam in the late 1980s and moved to Mount Pritchard in the early 1990s. He attended Mount Pritchard East Public School and completed his Higher School Certificate at St Johns Park High School in 2010.
In 2016, Councillor Lam graduated from the University of New South Wales with a Bachelor Degree in City Planning. For the past 10 years, he has worked as a Town Planner and Development Manager for local and state government organisations.
