Fairfield City Council engaged City Plan and LFA Pacific to prepare an urban design study for a precinct within Yennora / Fairfield East in response to an identified need to facilitate revitalisation of the neighbourhood centre and provide for housing diversity that is accessible to public transport (both rail and bus).
The Study has been prepared according to the principles set out in the NSW Government’s Western City District Plan. It takes a design-led planning approach that requires urban design that focuses on people in order to create great places to meet, work, exercise and socialise.
Outcomes of the Study are to:
- identify key urban design, built form and place making actions.
- put in place the foundations and opportunities to create a place that is attractive for people and capital investment as well as being inclusive and diverse.
- recommend the means of catalysing and implementing a broader revitalisation of the Yennora / Fairfield East study area illustrated via 3D built form modelling, changes to land use and development standards within Fairfield LEP 2013, and a DCP for the study area.
Council's Outcomes Committee at its meeting held on 9 May 2023 resolved to adopt the high level vision of the Study.

What happens now that the UDS is adopted?
A Planning Proposal to the NSW Department of Planning, Housing and Infrastructure (DPHI) is required to amend the Fairfield Local Environmental Plan 2013 (FLEP) planning controls to reflect the adopted Yennora / Fairfield East Urban Design Study 2023.
A Planning Proposal accompanied with a Development Control Plan, Development Contribution Plan amendment and supporting technical studies will need to be prepared to support the proposed planning controls.
What is the status of the Planning Proposal?
Preparation of a Planning Proposal is on hold subject to the investigation of the cumulative flood impacts in the Study area (and more broadly the City). This is vital step to ensure that the flood impacts have been carefully considered in accordance with the 2022 NSW Flood Inquiry report, to support the intended future the growth of the centre in the long-term.
Council officers are working with DPHI on the City’s flood management approach before commencement of the planning proposal stage.
Next steps
A future report to Council seeking a resolution for a Gateway request to the Department of Planning, Housing and Infrastructure will be required to be prepared once the completed flood assessment and planning proposal package has been completed.
Council will notify the public and affected landowners of the planning proposal at public exhibition stage informing the proposed changes to the Fairfield Local Environmental Plan 2013.
