Council Meetings

A Council meeting is the key decision-making forum for a Council. Fairfield City Council may endorse polices, adopt operational plans and budgets during these meetings, therefore it is crucial that Council is transparent and accountable throughout their decision-making process.

To ensure Council maintains good governance to fulfill its legal, financial and ethical obligations, Council meetings are planned for the upcoming year and can be found in the Meeting Schedule(PDF, 323KB).

Ordinary meetings require the Mayor and a majority of Councillors to be in attendance. These meetings are scheduled on the fourth Tuesday of each month at 7:00pm.

During each meeting, the Mayor and elected councillors consider items (reports) that have been referred from Councils standing committees – Outcomes, Services, Sister City and Traffic. The Mayor acts as an impartial Chairperson and enables councillors to ask questions and speak to each motion. Each item contains a recommendation in relation to a particular matter that is either moved or lost at the conclusion of the debate.

The Mayor may call for an additional meeting (Extraordinary) with notice to deal with official matters of the Council, matters raised by the community and Council functions under the Local Government Act 1993 and other applicable legislation.

Committees

Outcomes Committee and Services Committee

The Outcomes and Services Committee meetings require a quorum of 7 councillors and are scheduled on the second Tuesday of each month.  Outcomes Committee meetings begin at 6.30pm and Services Committee meetings begin at the conclusion of the Outcomes Committee. 

The Outcomes Committee’s role is to determine policies, priorities, plans and strategic direction in achieving the community’s vision as expressed in the Delivery Program.

The Services Committee’s role is to implement and review the operational activities within Council’s strategic direction as expressed in the Operational Plan.

Traffic Committee

Traffic Committee meetings require a quorum of 2 councillors and are scheduled bi-monthly on the second Monday of each month at 2:30pm.  Matters discussed relate to Council’s functions under the Roads Act 1993, Local Government Act 1993 and the associated Regulations.

Sister City Committee

The Sister City Committee meet as required and aims to encourage friendships with the people of Fairfield City and other Council bodies. The Sister City Committee is an opportunity for the community to develop a greater awareness of other cities and form business and economic relationships.

Public Attendance

All meetings of council and committees are open to the general public to view the decision-making process, however the general public must leave during closed session where confidential items are debated. Members of the public gallery must adhere to the instructions of Council staff and comply with Council’s Code of Meeting Practice(PDF, 376KB). This is not limited to ensuring proceedings are not interrupted, silence when observing the meeting and nod of acknowledgement to the Chairperson.

If you wish to address the Council in relation to an item on the agenda of an Outcomes Committee, Services Committee or Traffic Committee meeting, please contact the Governance and Audit Division on 9725 0105 or by emailing governance@fairfieldcity.nsw.gov.au at least 48 hours before the meeting, with information on the matter you intend to address.

As standard practice, only 2 speakers are permitted for an item - 1 for and 1 against the motion.

Public Forum

In accordance with the Code of Meeting Practice, Public Forum session is held prior to Ordinary Council meetings for the purpose of hearing verbal submissions from members of the public on matters of policy, the delivery of services, regulatory functions or issues of community concern.
